{"id":92154,"date":"2015-06-21T07:45:00","date_gmt":"2015-06-21T05:45:00","guid":{"rendered":"http:\/\/germistoncitynews.co.za\/92154\/underspending-derails-metros-growth-says-da\/"},"modified":"2015-06-19T14:02:19","modified_gmt":"2015-06-19T12:02:19","slug":"underspending-derails-metros-growth-says-da","status":"publish","type":"post","link":"https:\/\/develop.citizen.co.za\/germiston-city-news\/news-headlines\/2015\/06\/21\/underspending-derails-metros-growth-says-da\/","title":{"rendered":"Underspending derails metro\u2019s growth \u2013 says DA"},"content":{"rendered":"<p>\u201cLack of planning is one of the biggest failures in the metro,\u201d said DA councillor Tiziana Burtone.<\/p>\n<p>\u201cIf one examines the breakdown of the main components making up the capital budget, it shows that only 23 per cent has been allocated to economic development.\u201d<\/p><div class=\"stream-item stream-item-in-post stream-item-inline-post aligncenter\"><\/div>\n<p>The DA feels that this translates to economic growth and job creation taking a backseat, instead of remaining one of the top concerns for the metro.<\/p>\n<p>\u201cBy investing money in economic development, one tries to create an environment in which investors and entrepreneurs can develop and start their businesses.<\/p><div class=\"stream-item stream-item-in-post stream-item-inline-post aligncenter\"><\/div>\n<p>\u201cNot only is the allocation less than the guideline, but the amount of funding is far too low to make any meaningful impact on stimulating Ekurhuleni\u2019s economic growth, or for any meaningful reduction in the serious levels of unemployment,\u201d Burtone said.<\/p>\n<p>It is reported that the metro had only spent 36 per cent of the approved capital budget by the end of the third quarter.<\/p>\n<p>Burtone believes this shows that the metro has a serious inability to implement its programme of capital projects.<\/p>\n<p>\u201cI can\u2019t see the metro being able to spend the remaining R2.4-billion in three months,\u201d she said.<\/p>\n<p>With R4.4-b budgeted in the new financial year;
