delivers budget speech"},"content":{"rendered":"<p>MMC for finance Clr Moses Makwakwa delivered the 2015\/2016 budget speech in the Germiston council chambers, on Thursday.<\/p>\n<p>In addition to the <a href=\"http:\/\/germistoncitynews.co.za\/90616\/residents-expected-to-pay-more-with-increased-tariff-rates\/\" target=\"_blank\">increase in tariff rates<\/a>, Makwakwa announced that the rest of the budget will be allocated in the following ways:<\/p><div class=\"stream-item stream-item-in-post stream-item-inline-post aligncenter\"><\/div>\n<ul>\n<li>\u00a0Social support packages: R2.5-billion.<\/li>\n<li>\u00a0Capital investment programme: R14.6-b, of which 40 per cent will be used to upgrade and renew infrastructure, 30 per cent for landscaping in the metro and 30 per cent for economic development.<\/li>\n<li>Transport: R825-million.<\/li>\n<\/ul>\n<p>Of which, R568-m will be used for the Integrated Rapid Pubic Transport Network, R93-m for the construction of four new taxi rank (one of which will be in Palm Ridge) and R40-million for buses to cover new routes in the east of the metro.<\/p>\n<ul>\n<li>\u00a0Roads and storm water: R1.2-b.<\/li>\n<li>\u00a0Energy: R1.4-b.<\/li>\n<li>Water and Sanitation: R1.1-b, of which, 47 per cent will be used for new infrastructure and 53 per cent towards maintenance and repairs.<\/li>\n<li>Human settlement: R579-m.<\/li>\n<li>Community safety: R128-m, with an additional R100-m budgeted for the EMPD infrastructure programme.<\/li>\n<li>Sports, recreation, arts and culture: R193-m.<\/li>\n<li>Health and social development: R104-m.<\/li>\n<li>Environmental resources management and waste management: R267-m.<\/li>\n<li>Economic development: R67-m, with a further R82-m towards the promotion and facilitation of economic growth.<\/li>\n<li>Bursaries and skills development programme: R26-m.<\/li>\n<li>Information and communication technology: R89-m.<\/li>\n<\/ul>\n<p>In conclusion, Makwakwa thanked everyone who had contributed to tabling this budget.<\/p><div class=\"stream-item stream-item-in-post stream-item-inline-post aligncenter\"><\/div>\n<div class=\"stream-item
