This sparked\u00a0<a href=\"http:\/\/africacheck.us9.list-manage1.com\/track\/click?u=b26525b6a93aad574810535a6&amp;id=5637bb724b&amp;e=cd0a24a850\" target=\"_blank\">a formal complaint<\/a>\u00a0against the \u201cban\u201d.<\/p><div class=\"stream-item stream-item-in-post stream-item-inline-post aligncenter\"><\/div>\n<p>But just how many protests take place daily in South Africa?<\/p>\n<p>A reader\u00a0<a href=\"http:\/\/africacheck.us9.list-manage1.com\/track\/click?u=b26525b6a93aad574810535a6&amp;id=71f0c15c8a&amp;e=cd0a24a850\" target=\"_blank\">asked us on Twitter<\/a>\u00a0whether there are \u201c30 service delivery protests a day as was said in parliament\u201d.<\/p><div class=\"stream-item stream-item-in-post stream-item-inline-post aligncenter\"><\/div>\n<p>She was referring to a\u00a0<a href=\"http:\/\/africacheck.us9.list-manage1.com\/track\/click?u=b26525b6a93aad574810535a6&amp;id=7b8b6462cd&amp;e=cd0a24a850\" target=\"_blank\">question-and-answer session with President Jacob Zuma<\/a>\u00a0in May when a member of the\u00a0<a href=\"http:\/\/africacheck.us9.list-manage1.com\/track\/click?u=b26525b6a93aad574810535a6&amp;id=8b2921a9eb&amp;e=cd0a24a850\" target=\"_blank\">United Democratic Movement<\/a>\u00a0opposition party,\u00a0<a href=\"http:\/\/africacheck.us9.list-manage1.com\/track\/click?u=b26525b6a93aad574810535a6&amp;id=dbbcaab75e&amp;e=cd0a24a850\" target=\"_blank\">Mncendisi Filtane<\/a>, began a question by saying that \u201cSouth Africa records about 30 service delivery protests a day, every day\u201d.<\/p>\n<p>Africa Check managed to trace the source of the claim to the front page of Sunday newspaper City Press on 9 February 2014.<\/p>\n<p>Above a picture of a raging fire engulfing an election poster, a banner read:<\/p>\n<p>\u201c2,947: the number of protests in SA in the last three months.\u201d<br \/>\n\u201c3,258: the total number of protests between January 2009 and August 2012\u201d<br \/>\n\u201c32: the number of protests a day in SA for the last three months.\u201d<\/p>\n<p>The claim then spread quickly.<\/p>\n<p>South African journalist and columnist Max du Preez repeated the figure two days later in an opinion piece titled \u201cOur protest culture is far from dead\u201d. \u00a0Two days after that a The New York Times article also mentioned the number\u00a0by saying that \u201cthe [South African] authorities have recorded a staggering 3,000 protest actions in the past 90 days. The unrest has become almost routine.\u201d<\/p>\n<p><strong>Police records &#8216;not a protest database&#8217;<\/strong><\/p>\n<p>But as we\u00a0<a href=\"http:\/\/africacheck.us9.list-manage.com\/track\/click?u=b26525b6a93aad574810535a6&amp;id=da1c0b031c&amp;e=cd0a24a850\" target=\"_blank\">explained in a report last year<\/a>, South Africa\u2019s police service does not record \u201cservice-delivery\u201d protests.<\/p>\n<p>When the police are called out to monitor and control crowds, the incidents are logged as &#8220;crowd-related incidents&#8221;. This category is very wide and covers situations varying from sport matches to electoral campaigns.<\/p>\n<p>Crowd-related incidents are furthermore divided into \u201cpeaceful\u201d or \u201cunrest-related\u201d events. However, this depends on whether the police had to intervene and not on the crowd\u2019s intention or behaviour.<\/p>\n<p>Police statistics showed that the police\u00a0<a href=\"http:\/\/africacheck.us9.list-manage1.com\/track\/click?u=b26525b6a93aad574810535a6&amp;id=5ee0815d3e&amp;e=cd0a24a850\" target=\"_blank\">recorded 14,470 crowd-related incidents in 2014\/15<\/a>, the latest data available:<\/p>\n<table>\n<tbody>\n<tr>\n<td><strong>Crowd-related incidents<\/strong><\/td>\n<td><strong>2012\/3<\/strong><\/td>\n<td><strong>\u00a02013\/4<\/strong><\/td>\n<td><strong>\u00a02014\/5<\/strong><\/td>\n<\/tr>\n<tr>\n<td>Peaceful incidents<\/td>\n<td>10,517<\/td>\n<td>11,668<\/td>\n<td>12,451<\/td>\n<\/tr>\n<tr>\n<td>Unrest-related incidents<\/td>\n<td>1,882<\/td>\n<td>1,907<\/td>\n<td>2,289<\/td>\n<\/tr>\n<tr>\n<td><strong>Total<\/strong><\/td>\n<td><strong>12,399<\/strong><\/td>\n<td><strong>13,575<\/strong><\/td>\n<td><strong>14,740<\/strong><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>&nbsp;<\/p>\n<p>The number of crowd-related incidents that the police record \u201ccannot be equated with protests\u201d, researchers from the University of Johannesburg\u2019s\u00a0<a href=\"http:\/\/africacheck.us9.list-manage.com\/track\/click?u=b26525b6a93aad574810535a6&amp;id=2545beaa47&amp;e=cd0a24a850\" target=\"_blank\">Social Change research unit<\/a> wrote in\u00a0<a href=\"http:\/\/africacheck.us9.list-manage.com\/track\/click?u=b26525b6a93aad574810535a6&amp;id=e543fad9f5&amp;e=cd0a24a850\" target=\"_blank\">a preliminary analysis of police data<\/a>\u00a0on crowd incidents released last year.<\/p>\n<p>Project manager of the Crime and Justice Information and Analysis Hub at the\u00a0<a href=\"http:\/\/africacheck.us9.list-manage.com\/track\/click?u=b26525b6a93aad574810535a6&amp;id=7fb4dde70a&amp;e=cd0a24a850\" target=\"_blank\">Institute for Security Studies<\/a>\u00a0(ISS), Lizette Lancaster also thinks that the newspaper took all crowd-related incidents recorded for protests.<\/p>\n<p>While the police incident recording system \u201ccan give some indication about the nature and number of protests&#8230; it is not a protest database\u201d, Lancaster\u00a0<a href=\"http:\/\/africacheck.us9.list-manage.com\/track\/click?u=b26525b6a93aad574810535a6&amp;id=4f233290e4&amp;e=cd0a24a850\" target=\"_blank\">previously told Africa Check.<\/a><\/p>\n<p><strong>&#8216;SA certainly doesn\u2019t have 30 protests a day&#8217;<\/strong><\/p>\n<p>Post-doctoral fellow at the social change research unit, Dr Carin Runciman, told Africa Check that at present \u201cthere is no reliable estimate of the numbers of protests in South Africa\u201d.<\/p>\n<p><strong>Conclusion: No data shows 30 service delivery protests a day in SA<\/strong><\/p>\n<p>The way that the South African police records events where they are called out to perform crowd control makes it near impossible to figure out how many of these were &#8220;service-delivery protests&#8221;.
