{"id":113412,"date":"2016-02-12T16:16:17","date_gmt":"2016-02-12T14:16:17","guid":{"rendered":"http:\/\/germistoncitynews.co.za\/113412\/did-zuma-get-his-sona2016-facts-straight\/"},"modified":"2016-03-10T18:25:35","modified_gmt":"2016-03-10T16:25:35","slug":"did-zuma-get-his-sona2016-facts-straight","status":"publish","type":"post","link":"https:\/\/develop.citizen.co.za\/germiston-city-news\/news-headlines\/2016\/02\/12\/did-zuma-get-his-sona2016-facts-straight\/","title":{"rendered":"Did Zuma get his #SONA2016 facts straight?"},"content":{"rendered":"<h2>FINANCE<\/h2>\n<p><strong>Claim:<\/strong> \u201c<em>We are proud of our Top 10 ranking in the World Economic Forum competitiveness report with respect to financial services<\/em>.\u201d<\/p>\n<p><strong>Our verdict:<\/strong> Yes but&#8230;<\/p><div class=\"stream-item stream-item-in-post stream-item-inline-post aligncenter\"><\/div>\n<p>South Africa was\u00a0<a href=\"http:\/\/www3.weforum.org\/docs\/gcr\/2015-2016\/ZAF.pdf\" target=\"_blank\">ranked 6th out of 144 countries<\/a>\u00a0for the \u201cavailability of financial services\u201d in the World Economic Forum\u2019s (WEF)\u00a0<a href=\"http:\/\/www3.weforum.org\/docs\/gcr\/2015-2016\/Global_Competitiveness_Report_2015-2016.pdf#page=93\" target=\"_blank\">2015\/16 Global Competitiveness Report<\/a>.<\/p>\n<p>However, the ranking is not based on objective data or research. Rather, it is the result of an opinion survey of unnamed South African business leaders.<\/p><div class=\"stream-item stream-item-in-post stream-item-inline-post aligncenter\"><\/div>\n<p>As part of their\u00a0<a href=\"http:\/\/www3.weforum.org\/docs\/gcr\/2015-2016\/Global_Competitiveness_Report_2015-2016.pdf#page=93\">\u201cExecutive Opinion <\/a><a href=\"http:\/\/www3.weforum.org\/docs\/gcr\/2015-2016\/Global_Competitiveness_Report_2015-2016.pdf#page=93\">Survey<\/a><a href=\"http:\/\/www3.weforum.org\/docs\/gcr\/2015-2016\/Global_Competitiveness_Report_2015-2016.pdf#page=93\">\u201d<\/a>\u00a0the WEF asked 58 respondents in 2014 and 50 respondents in 2015 the question: \u201cTo what extent does the financial sector [in South Africa] provide a wide range of financial products and services to businesses?\u201d<\/p>\n<p>The business people had to answer on a scale of 1 to 7, where 1 represented \u201cnot at all\u201d and 7 \u201cprovides a wide variety\u201d. Their combined answers produced a score of 6.1, which put South Africa in 6th place, behind Switzerland, Luxembourg, Hong Kong, United States and Canada.<\/p>\n<p>A further flaw is that the WEF uses a national score to create an international ranking. Respondents may rank their countries differently if they were asked to compare South Africa\u2019s availability of financial services to other countries.<\/p>\n<h2>ELECTRICITY<\/h2>\n<p><strong>Claim<\/strong>:\u00a0<strong>\u201c<em>There has been no load-shedding since August last year<\/em>.\u201d<\/strong><\/p>\n<p><strong>Our verdict<\/strong>: Incorrect<\/p>\n<p>South Africa\u2019s electricity supplier Eskom\u00a0tweeted on 20 January:<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Eskom has not load shed in 165 days; except 2hrs 20mins on Sept 14, 2015. Our employees remain committed to deliver on Eskom\u2019s mandate.<\/p>\n<p>&mdash; Eskom Hld SOC Ltd (@Eskom_SA) <a href=\"https:\/\/x.com\/Eskom_SA\/status\/690019759874793472?ref_src=twsrc%5Etfw\">January 21, 2016<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.x.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>However, they amended their numbers\u00a0<a href=\"http:\/\/www.eskom.co.za\/news\/Pages\/Jan29.aspx\" target=\"_blank\">in a media statement on 29 January<\/a>, saying the utility had been able \u201cto avoid load shedding for the past 136 days\u201d, since 14 September.<\/p>\n<p>Eskom spokesman Khulu Phasiwe confirmed to <a href=\"https:\/\/africacheck.org\/\" target=\"_blank\">Africa Check<\/a> that they had not implemented any load-shedding since 14 September 2015. He said the power cuts that people have experienced in different areas since then were not due to load-shedding.<\/p>\n<p>\u201cMunicipalities have their own distribution points and faults can occur at this level. But on the national grid on Eskom level, we have not had any problems,\u201d Phasiwe said.<\/p>\n<h2>RENEWABLE ENERGY<\/h2>\n<p><strong>Claim<\/strong>:\u00a0<strong>\u201c<\/strong><em>The multiple bid windows of the Renewable Independent Power Producer Programme have attracted an investment of R194 billion.<\/em><strong>\u201d<\/strong><\/p>\n<p><strong>Our verdict<\/strong>: Broadly correct<\/p>\n<p>Following the\u00a0<a href=\"http:\/\/www.nytimes.com\/2008\/01\/31\/world\/africa\/31safrica.html?pagewanted=all&amp;_r=0\">rolling <\/a><a href=\"http:\/\/www.nytimes.com\/2008\/01\/31\/world\/africa\/31safrica.html?pagewanted=all&amp;_r=0\">black-outs<\/a><a href=\"http:\/\/www.nytimes.com\/2008\/01\/31\/world\/africa\/31safrica.html?pagewanted=all&amp;_r=0\"> South Africa experienced in 2008<\/a>\u00a0government invited independent power producers to sell electricity to the country\u2019s power supplier,\u00a0<a href=\"http:\/\/www.eskom.co.za\/Pages\/Landing.aspx\" target=\"_blank\">Eskom<\/a>.<\/p>\n<p>According to a September 2015 report by the department of energy, government has so far\u00a0<a href=\"http:\/\/www.energy.gov.za\/files\/media\/Pub\/State-of-Renewable-Energy-in-South-Africa.pdf\" target=\"_blank\">procured 6,327 MW from independent power producers<\/a>. At the end of June 2015, 1,860 MW had come online.<\/p>\n<p>The investments pledged totalled R192.6 billion.<\/p>\n<h2>WATER<\/h2>\n<p><strong>Claim: <\/strong><em>&#8220;To curb water wastage, the Department of Water and Sanitation has begun its programme of training 15,000\u00a0young people as artisans.&#8221;<\/em><\/p>\n<p><strong>Our verdict:\u00a0<\/strong>Correct<\/p>\n<p>The department of water and sanitation\u00a0<a href=\"http:\/\/www.gov.za\/speeches\/war-leaks-project-launch-21-aug-2015-0000\" target=\"_blank\">launched their \u201cWar on Leaks\u201d project<\/a>\u00a0in August 2015.<\/p>\n<p>Phase 1, to be completed in the 2015\/16 financial year, will train 3,000 artisans, plumbers and water agents. (A water agent educates the public on how to use water wisely and manage water resources.)<\/p>\n<p>An additional 5,000 people will begin training in the 2016\/17 financial year (phase 2) and 7,000 will begin training in 2017\/18 (phase 3).<\/p>\n<p>Spokesman for the department, Mlimandlela Ndamase, told Africa Check that 2,897 people were receiving training as of 25 January this year. This included 1,573 artisans, 243 plumbers and 1,081 water agents.<\/p>\n<p>However, the artisans and plumbers need\u00a0<a href=\"https:\/\/www.dwa.gov.za\/communications\/Q&amp;A\/2015\/NA%203225.pdf\" target=\"_blank\">3 years of training<\/a>\u00a0before they will be able to start working while the water agents can begin work after\u00a0<a href=\"https:\/\/www.dwa.gov.za\/communications\/Q&amp;A\/2015\/NA%203225.pdf\" target=\"_blank\">10 months of training<\/a>.<\/p>\n<h2>LIFE EXPECTANCY<\/h2>\n<p><strong>Claim<\/strong><strong>:<\/strong>\u00a0<em>\u201c&#8230;life expectancy of South Africans for both males and females has significantly improved and is currently 62 years across genders, which is an increase of eight and a half years since 2005.\u201d<\/em><\/p>\n<p><strong>Our verdict:<\/strong>\u00a0Broadly correct<\/p>\n<p>Life expectancy for both men and women was estimated at\u00a0<a href=\"https:\/\/www.statssa.gov.za\/publications\/P0302\/P03022015.pdf\" target=\"_blank\">62.5 years in 2015<\/a>\u00a0according to\u00a0<a href=\"http:\/\/www.statssa.gov.za\" target=\"_blank\">Statistics South Africa\u2019s<\/a>\u00a0mid-year population estimates.<\/p>\n<p>This is an increase of nine years since 2005 when life expectancy was 53.5 years.\u00a0<em>&#8211; Kate Wilkinson<\/em><\/p>\n<h2>HIV<\/h2>\n<p><strong>Claim<\/strong><strong>: \u201cThe HIV policy turnaround in 2009 led to\u2026 treatment for 3.2 million people living with the virus.\u201d<\/strong><\/p>\n<p><strong>Our verdict:\u00a0<\/strong>Broadly correct<\/p>\n<p>Data for 2015\/16 is not publically available yet.
